First, Chicago's handgun ban was struck down in the McDonald decision. The city council grudgingly accepted that, but tried to make life as hard as possible for gun owners by requiring firearms training but forbidding ranges within the city limits. That law was struck down this week in the Ezell decision. Undeterred, Chicago's famously corrupt local government has issued a series of regulations for shooting ranges that bring to mind the literacy tests used to deny blacks voting rights in the Jim Crow South. It's all too much for even a liberal Chicago Tribune columnist:
